針對主計處今（30）日公布第3季GDP為負成長1.01%，這是自金融海嘯以來表現最差的一季，也是2009年第4季以來首次出現的負成長，台灣出口則連續8個月衰退。民進黨發言人鄭運鵬指出，馬政府最後一年的經濟成績單慘不忍睹，後果卻是全民承擔。
針對行政院今天所提出的「消費提振措施」，鄭運鵬表示，內需消費不振的問題癥結在於人民實質的薪資所得倒退，行政院的方案是一次性的經濟措施，無助於改善台灣惡化的經濟內需體質。
鄭運鵬指出，馬政府缺乏對經濟情勢的掌握及預測能力，也缺乏短期應變及長期規劃的能力。從七年前的「六三三」、「愛台十二建設」到「黃金十年」，馬政府政策口號不斷推陳出新，卻沒有實質的效果。
鄭運鵬表示，人民早已對馬政府的各項經濟措施無感，而馬政府本身對經濟指標的警訊也麻木無感，這是領導能力的危機。他呼籲，總統馬英九在任期屆滿前應該親自向人民報告，為何執政七年多無法改善經濟問題，而不是把責任丟給行政院而已。
鄭運鵬表示，馬英九任內台灣貧富差距擴大、青年失業嚴重、房價飆高買不起、薪資倒退十六年、低收入戶創新高、財政惡化債台高築，馬總統應該有所回應。他強調，人民對於經濟，最關心的是自己及家人有沒有一份穩定的好工作、薪水收入有沒有增加、買不買得起房子；油、電、瓦斯以及重要民生用品的價格是否合理，以及生活條件品質有沒有更好。
